The report to General Brown by an unknown subordinate discusses the political loyalty and qualifications for office of the following persons in Princess Anne County, Virginia: Thomas Harrison, John W. Dey, Dr. James E. Bell, C.B. Styren, John Stine, J.C. Tiffany, Joseph Hale, Thomas P. Jackson, and D.H. Long. Criteria for qualification included: landholder, past and present loyalty to Union, popularity with white and black, not disfranchised, being an agent or soldier of the U.S. army taking an oath of loyalty and disassociation with the rebellion.
